He is correct on one thingMonkeys and fish didn't evolve from bacteria as bacteria are prokaryotes and animals have eukaryotic cells, and are therefore on distinctly different evolutionary pathways. However, I'm not sure he knows that. Otherwise your garden variety internet lunatic.
