A friend told me,
it may have worked for the employer. Before the days of electronic tills, there was nothing to stop a shopworker pocketing an entire note. Using the 99p meant the till was needed, thus easier to track any theft.
More likely they think we're dumb enough to see the 9 and not the 10(-0.1) though.
