I believe that the law on "stated amounts" is statistical, so that 95% (or whatever the figure is) of the packages have to have the stated amount or more in them. Therefore, there will always be a small number of packages which contain less than the stated amount. Manufacturers will often exceed the legal requirement, because it's safer for them (they can get fined if checks show too many undersized/underweight packs) and avoids bad publicity.
I got 10 slices of cheese in my 8-slice pack yesterday! Woot!
