Ignore this dipshit. You're right and he's wrong.You can be drunk in charge even if the engine is switched off and the key is out of the ignition. If the engine is running you'll definitely be convicted. But any other circumstances where you're pissed and could reasonably be suspected of intending to drive you'll still get done.
