Magistrates take ability to pay into account when setting and scheduling fines - if the guy hadn't got any disposable cash, then he'd've been told to pay the fine at a quid a week for a decade.
[wonder if the chap in question was unlucky, if he wound up the judge, or if he made up the TV story to cover a short prison stay for something less salubrious...?]
