You'd be amazed at the 'odd' choices people make in these situations that seem to defy all logic and morality but make them they do. Unfortunately I am in a business where I am party to the details of genuine cases along these lines (and significantly worse) and yet folk, often in supervisory or senior roles, just avoid doing anything about it. Even they struggle to explain why in hindsight.
