Stealing the paving slabswas all the rage when I was in Bradford. The thieves were indeed organised, with lorries and fluorescent jackets. If anyone challenged them they'd say they were from the council. Why did they steal paving stones? As a rule they concentrated on the big old sandstone slabs and kerbs, which could be resold for a tidy profit. The council would replace them with tarmac, if I recall correctly.
