Schools are cunts for not wanting adverse publicity so it's easier to intimidate the victim into silence.

On the subject of little shits throwing snowballs - I got pelted while cycling home on the road last year. I nearly ended up under the wheels of a bus. I was so angry I leapt off the bike and went for the biggest of the miscreants with the aim of rubbing his face in the snow.

They scarpered.
