Apart from the Father Ted thing(which is well worth watching), I don't recognise the story you have there. But have a look at this - www.npr.org/templates/story/story.php?storyId=5507789 . It appears that it is innate, but still has to have the right circumstances to develop, ie eyes that swivel in a useful fashion.
