Perhaps he's thinking of this type of thing:Our binmen will leave us a roll of special small biodegradable bags, upon request, for the kitchen compost recycling collection.
This means that when they do a bin collection, they can easily collect however-many-thousand small white bags (of eggshells, banana peels, and suchlike) from our dedicated green storage bins, with mininmal problems of flies / odour / general mankiness.
The request system means that taxpayers money isn't wasted on spamming them to everyone, regardless of whether they'd use a lot, some, or none at all.
