Half the problem stems from the fact that you get more benefits money if your kids are on it, so there's incentive to medicate

Hmm.
But as we've all previously agreed, hitting children is fun.

So I'd say the short, sharp smack. With an option for face-punching and emotional blackmail to be fazed in at a later date.
