Strange coincidence, I've only just joined the shambling ranks of B3ta but I think I know exactly when/where you have in mind. Somewhere north of Cambridge? As someone who has spent their childhood in the fens, I can attest to the likelihood of said carrot-muncher having no idea what the problem was.
