I have been knownto surreptitiously install 'special' webcam drivers on PCs for shits and/or giggles.
You see, the little green light is in no way connected to the actual imaging circuitry of the camera, and the two can be operated independently if you have the right software.
My advice to you is this: If you have a webcam, unplug it when you are not using it.
