Follow-up
It was about 10 years ago - the guy definitely didn't appear to have any gadgets attached to his feet, and he wasn't running quickly by taking long strides. It was almost like normal running, but speeded up to the point where you could barely make out his legs.

Other than the running quickly part, he seemed to appear relatively normal, wearing what appeared to be a black tracksuit or similar.
