I fucking laugh at Britains laws sometimes. I could theoretically walk down the road and mug a granny, stealing £50. The Police catch me, give me a suspended sentence, charge me something like a £200 fine and to pay the £50 back.
But if that granny gets a dog for protection and takes it to a public park and it happens to play the "turdular pipes", she would be fined upto £1000. So do we value the safety of a granny over the laying of a dog turd? Do we fuck.

It's just recognised that an increased fine or punishment for mugging someone wouldn't stop many muggings, as they're mostly committed by really stupid, desperate people. Whereas a thousand pound fine can actually deter normal, everyday people from being twats and letting their dogs shit everywhere, since they're generally not high on crack.

In that case, then, the idiots on crack should be locked away to prevent them from mugging again (at least for the duration of the sentence), as by your own admission a fine isn't going to stop them (and may well give them more of a need to do so, having lost a chunk of money that they need to get back).
