Are you allowed to have more Fires than Victims? It would make for some evil level possibilities where you lead the player astray with multiple options for cat-roasting.
(Apologies if this is in one of the levels already - I haven't tried them all yet due to open-plan office syndrome)

I see the Manic Miner level has more Fires than Victims at the moment, and as a result you can't complete it - I guess the code stipulates that every Fire must be burning a Victim to win the map, rather than every Victim must be on a Fire to win. I'd change around those winning conditions - both to allow for the creation of more interesting maps, but also to prevent people accidentally creating maps which can't be won.

is very similar to a game I used to have on the Amstrad CPC - Balldozer.
