In the eyes of the PoPo it is,
It is deemed as threatening behaviour

But then it's kind of like a thought crime.
'I hope you get cancer' or 'I hope you die in a plane crash' can't be threatening surely, as they are things over which the sender has no control.

'I hope you get stabbed/raped' is maybe threatening, because it implies the sender might like to do something about it.

So you sayin' I ain't capapble of bringing down a plane or inflicting cancer on someone?
I could do that if I wanted too, if I really want too. There are ways man, a guy like me knows guys, if you know what I mean. I got a Plane Crash Guy AND a Cancer Guy.

It's interesting* to think about what could be used to properly give someone cancer with in a single hit, instead of just increasing the chance of cancer over a long period.

Lots of people think that South American leaders getting cancer is the work of the CIA.

*or not.

Exactly
And using your latter example is precisely what happened.

So saying 'I hope someone completely unconnected to me and not influenced by me in any way freely chooses to rape and kill you"
would be OK?
