Well my shread of evidence to that fact.........is that Mr Benn tries on the clothes, uses them in some kinda wierd 5 minute adventure, and then when the Shopkeeper asks if he wants to buy the clothes, Mr Benn always says "No. Not today thank you".....
The Shopkeeper should have been really annoyed with this, so I'm thinking there were other reasons he put up with Mr Benn!
