yeahthe Thal I think we found were the only remaining people from their planet (all Kaled killed except Davros) so it makes his trying to save the indigenous population (his old enemies) more tortured (in a good way)
Plus I think the planet was blown up thats why this is Spiridon and not Skaro.
(I'm no Dr Who expert, just did a quick bit of research and asked some people who knew this stuff)
