The £40 million is for things like police overtime, hotel accommodation, and so on - in other words, things that'll feed back into the economy.
The financial argument against the visit doesn't seem to me to stack up...

That's the argument right there. It's not like the Vatican is hurting for money. They should foot the bill.

it's going to put a lot of strain on budgets that have already been cut by 25% in some cases.
This will ultimately lead to either higher taxes or a reduced level of service.
