if you want to shrink the size, trying cutting down on the background movement. Less moving objects = lower file size.

whatever you've used to make the picture is optimising each frame separately. this means that colours in the background are changing in every frame, which forces the file size up.

Then just stick one background throughout all frames manually.
haven't used premier for months, so no help with that I'm afraid)

What are you using to attempt to optimise it? I am truly amazed it's as big as it is, considering how small the picture is - or are you using width/height tags to shrink it?
