I like it, the face particularly is great.
Oh yes it's completely achievable. I was guessing just then how it was done... I think probably it's a custom brush with selected colours picked up directly from the source pic. Could be wrong of course but that would be one way to approach it. There are dozens of other ways to go about it too.
Also, you can do that kind of thing in Painter. For this pic though there'd be no real advantage to using it that I can see. Might as well make a brush in PS.

there are some interesting 'oil' brushes in the new PS. I don't particularly like them so far but that's probably because I'm so used to making my own brushes.
