Audacity might be able to do it.

Can't, though.
Audacity recognized the type of the file.
Importers supposedly supporting such files are:
FFmpeg-compatible files,
but none of them understood the file format.
(That might be because the WMAs which come with XP, which I tried it on, are "protected". Not sure if they are, or how I'd tell... maybe they're not protected, just too old.)
