Well, yes, it is a filter in a way.My employer just gave me a new iphone so we can update shared calendars and stuff etc...
I found a free app called ToonPAINT (from a company called Toon-FX) that does just what you see above. The only problem is that it works with images already on the phone or fed directly from the camera.

Yes, but iIt won't process the output as color, only about 3 values of grayOn the iphone app, you can then color it in (meh)

Yes, it is free. no ads, It pops up a nag about every 4th time I've launched it, asking to send a note about how I like it
