It's called superhelio, it's an old bitmap font designed to be used at 10px with anti-aliasing turned off; it was originally designed to be used in Flash.
It's one of a bunch of free bitmap fonts for small point sizes that I downloaded together years ago, I'm still regularly using most of them.

Well hell, that was easy :)
