There is a bit of tradition about this, but confused.The Roaring 20's, (or sometimes '20s) for example, is quite commonly used here in Merika.
There is no standard usage rules I can find. this link seems to show some difference between UK and US rules
Could it be that the interpretation is that the years belong to the decade?
