Not as such, Punch. But I do think you may have hit the riff of the orginal artist.
It's a generic golf champion at defeat in his salon shopped and chopped a bit.
Edward Lear may be the direction of the intent, it is from the same era.

Could be
the Alice In Wonderland artist John Tenniel?
Or John Leech perhaps. There's a touch of Goya. Hogarth's influence is there which places it pre "Jazz age"

1890's, I think... I'll look and see if I can refind the issue.
Edit: Got bored looking it up, but as a guess it's a Frederick Henry Townsend, and I should look closer to 1910's.
