# Well, I draw all mine in Flash. Which probably isn't the normal way to approach it.
The first thing I do is cut down the amount of different tonal values. So whack it with a bit of contrast in Photoshop or whatever. Then import into Flash onto a layer and set the opacity to about 50% (to save any lines you've drawn getting 'lost'). Then draw what you see on a different layer, use a bit of artistic license, then ink the bastard up at the end.

The one linked to there is actually a more simplistic approach then I normally take. Though I was pretty much backed into a corner with that due to time.

# Thank you
But I'm afraid you lost me at 'flash'
I was hoping for a filter/stylize/red blue option. I dont know what flash is or have any artistic licence at all. But thankyou for taking time out to explain so other people may know.

# Er, well, you could probably do it with contrasting the photo and magic wanding blue and red onto it or something.
There was no quick and easy way for what I did with that, though. I still have the mental scars to prove it.
