No he is not.He did not scaremonger, in fact quite the contrary. He said, in response to specific questioning, that there was no need to panic, that no strike was scheduled and that anything beyond filling up the tank or having some in the garage was unnecessary.
It was reported as him saying that everyone should fill up their tanks and fill their garage with petrol, but that does not make it true that he said that.
