It's a good algorithm,my mind is buzzing with possibilities now. I was actually looking for a way to scale up pixel art when I found it.

I would see about vectorising pixel art, then resizing it, then rechunking it somehow

there are algorithms for itbut no Gimp plugin that I could find.
