My feeling is that
claiming what you are entitled to and no more is using the system, not abusing the system.
If everyone did that, it would work perfectly.
Abusing the system is trying to find loopholes to claim more than you are entitled to. From what you say above, the loophole in this case is to spend your social money on non-essentials and then claim charity hand-outs for the essentials. Doing that does seem morally wrong.
