I believe they are fairly stable
save the occasional downtime of the site, which doesn't happen a lot and doesn't always mean that the images themselves are down too.
There once was a cap with the free account, where you could only see your latest 200 pictures (they did keep the older ones). That would probably also affect hotlinking. Don't know how it's now though. There have been some changes, and I believe many of the restrictions on the free account are gone now. This one included.
I have a pro account, so I never had to deal with any of that.
Still, they can change their ToS overnight, like Photobucket did.
