Dunno how to fix it, soz. With a gif each frame has (combine) or (replace) in its title, but not so with webp... It's working on my reliable Windows PC and on my cheap Android phone.

If it was just combining it would look like this:

But oddly enough the rectangle shapes in your image correspond to the layers' sizes when cropped to content, which was a step in my process, but I subsequently changed each layer to image size...
So it's replacing each layer but kind of combining some transparent spaces with opaque spaces... Wtf.
