Probably both, or maybe it’s somewhere in Disneyland Paris.Although I imagine California’s had it’s fair share of people walking around like that, so the mfs at Disney’s offices there might have had a few complaints about Mickey’s shirtless or Donald’s pantless habits
And to back up California, Lil Nas X was arrested in LA for that. Dunno who remembers (or knows) that name but yeah, actually happened lol
