Netdirect Online. You don't actually have to use the internet account (i havent used mine for years, still use the email), and they offer both POP3 and webmail access to your mailbox.

Just remember to set

your smtp server to whatever YOUR ISP's one is, and only the pop3 one to netdirects server.
