its an active desktop thingy.. you musta activated by acident... I dont have xp to hand... but if you dig about in display properties, probably under appearance/advanced, you'll find a setting called web... unclicky anything there which refers to web pages and it should vamoose....:-)

well, duh!check it, then reboot, then uncheck it again.

Wiping is nasty:-(there is an ini file in your desktop folder, desktop.ini or folder.ini.... try deleting that.. or even opening up and editing.. only other thing I can think of...
