Probably - but beware of copyright stuff.
If I remember correctly, the character (and use of Kenneth Williams' voice) originated in a film made for British Gas (for use in schools - as will o' the wisp is methane, as in natural gas).
The animator (Nick Spargo) then developed the rest of the characters and the TV series, but there was some argument about the rights. As the cartoons are still available on video/DVD, there will be somebody still concerned with copyright issues.
