Both seem pretty daunting to be honest.

it's got to come out with good music quality or there's no point. I set the J-peg compression as far as it'll go, and only shaved about a meg off.

streaming the music I don't see you've got many other options.

Actionscript looks pretty tricky to me as far as writing games go, but there are plenty of tutorials out there. just depends what kind of game you want to write...

talking about area rather than filesize...
if you import a big (area) jpg in to flash you can resize it and compress buggery out of it but fundamentally it's still the big bastard version... worth pre-processing to import them at the dimensions you need...
or import smaller and scale up in flash... lose some image quality but may save a lot of space...
