I use nero to make VCDsI just drag and drop video files into it and it sorts the rest out for me.
Not sure about the maximum running time I get, but it must be getting on for an hour - half a movie usually.

it should re-encode the video......to the standard VCD resolution when you burn the disc.

to make it into a VCD it recompresses if from aDV compressed file (fucking huge but nice quality) to an MPEG file of a fixed bitrate and resolution (not so big but not so nice- arround VHS quality but with a bit nicer sound)
The source wont make any difference to the amount of space it takes up a CDROM will hold about an hour of VCD footage no matter where it is from
