flash is terrible for optimising! do you have imageready?
or even animation shop?

edit: anyway, your problem here is that flash is optimising each frame individually, rather than optimising for the animation as a whole. that pushes the file size up massively

edit2: yeah that is a bit better, but you should really try to keep files around 150-200K. you'll probably get away with it though ;)
