It's a state visit coz it's election year next yearand the US Amabassador to the UK is a big mate of both the Queen and Bush. Therefore we are, as usual, being bent over and our butt-cheeks parted for the benefit of GW and some glossy pictures of him and the Queen which will impress the US electorate.
