Sadly, I don't get to say 'Ah yes, so-and-so wrote that, I recognise their clear, concise and gramatically correct memo' very often.

Generally because those who have two brain cells to rub together and thus could write clear, concise and gramatically correct memos don't need a lot of level 2 backup in the first place...

Level 2 isn't so much about backing up level 1, but more about having logins for things that they wouldn't dare let level 1 near.
