I believe
some amateur sculptor made it at the height of the film's popularity, then gifted it to the local council.
Had I been on the council, I would have told them to fuck off and stick it up their arse.
If only Baz was a member of Stirling Council.

i was sure i saw traces of blue paint on the face...
but mr 'tech says i imagined it!
i have to say though that it is transformed into a work of great hilarity when you have to read 'freedom' though a padlocked cage... particularly with the shouty mouth over the top...
