The second object wants to turn to catch the first object up.

Imagine two cocktail sticks connected by a spring. One stick being twisted whilst the other is forced to stay still stores potential energy from the tension of the spring. So when released, the second stick wants to turn in the same direction to catch the other one up.

# it depends what's powering the rotation of the windmill
if the rotation of the blades is winding up a spring like you say then you're right but if there's a motor in the mill that's making the blades turn then it's wrong. But we're just being pedantic aren't we.
