hmm layers.. lots of layersyou can cut/copy stuff onto a new layer and then use errr 'blending options' for the layer (I think it is) and apply a stroke; you can tweak the width, colour, etc.
trick with PS is always to use millions of layers so you can err do stuff
edit: wank.. I always read it as 'Photoshop' and not 'Paintshop', probably cos I hate Paintshop since errr version 5 where they changed everything and made it difficult
