
Milk in the cup first - ALWAYS!
If you add the milk to the tea, then you're adding a small volume of milk to a large volume of boiling liquid, and it burns the milk. By making the tea in a teapot, and then pouring it into the cup with the milk already in, then initially you're adding boiling liquid to a larger volume of milk, so it doesn't burn the milk.
