in any software that makes them. even in mspaint (but don't actually do that. it was never designed for photos. it is for paintmashes.)

There's a useful tool I use called Advanced Jpeg COmpression. It can save 40% on a jpeg even when Pshop has pushed it our for web, no visible loss. its at www.winsoftmagic.com/
