Sorry, butthere are so many hundreds of "Fantasy" artists out there, that no-one bothers to keep track of them. You could try asking on a forum of some fantasy art place, they might know.

It's a Brian Froud... painting from his "Good Faeries / Bad Faeries" collections, also found in the Faerie Oracle set.
Froud designed the Dark Crystal world and the Labyrinth creatures.
