it only depends on your point of view whether it is racistif he is making a point about how silly it is that the big issue about these released prisoners is the fact that they are 'foreign' then it is fair comment, although admittedly it's a little close to the wind.
It's like the joke:
A black man walks into the bar with a parrot on his shoulder. Everyone in the bar stops talking, because it is pretty unusual to see parrots in the pub. Eventually someone plucks up the courage to ask
