
A pier is a walkway out into the sea (or whatever), and can also be a jetty, or just to walk on, or for getting to boats or whatever - it's just any raised platform on legs.
A jetty is something which breaks the water to protect a harbour, a beach or whatever.
Therefore a pier can also be a jetty and a jetty can also be a pier, it's just that one is a type of structure and the other is a purpose for a structure.
